Montenegro,
the objective of this Lux-Development S.A. project
was to provide technical assistance to small farmers
in Berane especially to non commercial milk producers
in developing income generating activities in
the region. The mission had to contribute to the
development of (value chain) strategy towards
other relevant possibilities as alternatives to
milk production. The tasks included a financial
analysis of individual small farmers and indicated
the farm/non farm activities that are economically
viable including the collection, processing and
marketing of ecologically sound forest mushrooms,
berries and medicinal herbs. As a result the developed
strategy allowed small dairy producers to diversify
into other income generating activities. Beneficiaries
have been 300 members of the newly formed farmer
groups in Berane and also the official counterpart,
the Ministry of Agriculture, Forestry and Water
Management (MAFWM) in Podgorica. 06/07 –

Paraguay
and LAC, Study for the Inter-American
Development Bank about the Development of “Tools
for Fuelwood Market Effectiveness Improvement
in Rural Economies”. The objectives of the
operation are to develop operational tools for
the improvement of fuelwood market effectiveness
in LAC countries, and assist, as pilot, the application
of such tools in Paraguay. The operation is developing
a set of tools to prepare fuelwood market diagnostics;
to establish quality and quantity standards, to
create supportive policy, legal, and institutional
frameworks that help supply to become more economically
and environmentally sustainable and less risky;
to develop a methodology for the assessment of
the ecological footprint of fuelwood production
and improve the sustainability of fuelwood production;
wholesale and retail market transactions and activities
(collection, transport, storage, classification,
processing; distribution) to be more effective,
competitive, transparent, and formal. The tools
and methodologies will be applied in Paraguay,
strategy and action plan. Finally the developed
tools should be applied also in other countries

and Herzegovina, Assistance within the
project “EU Support to the Economic Policy
Research Unit” (EPPU) regarding a milk sector
analysis in BiH, prepared by the Institute of
Agribusiness Economics at the Faculty of Agriculture,
University of Sarajevo. The project objective
was to contribute to agribusiness sector recovery
and its integration to regional and EU market,
by outlining impact level of presently employed
policies on milk industry performances as well
as possible effects of sector modernization trough
specially crafted investment policy. The chosen
methodological basis for this study was the Policy
Analysis Matrix (PAM) with social and private

Bulgaria,
Technical Assistance project to prepare the Rural
Development program 2007 – 2013 and its
monitoring system. The objective of this assignment
was a quality up-to-date sector analyses (including
field trips, one-to-one interviews, focus group
meetings, questionnaires, surveys) to assist the
EU co-financed rural development programmes. Focus
areas were on “Modernisation of Agricultural
Holdings”, “Support to Semi-Subsistence
farms, with a view of their restructuring”,
“Setting up of young farmers”, “Helping
farmers to adapt to the increasingly demanding
standards based on Community legislation”
and “Infrastructure, related to the development
and adoption of agriculture and forestry”
(irrigation, land consolidation). Measures and
ordinances have been developed jointly with MAF
and the Paying Agency / State Fund of Agriculture.

Swaziland,
the specific objective of this EU project was
to set up a management unit (RDMU) to coordinate
the implementation of the Swaziland’s National
Adaptation Strategy (NAS) to the EU sugar reform.
This was done through an assessment of existing
institutions (identifying their roles, capabilities,
limitations and requirements). The exercise continued
to the assessment of the proposed structure for
the implementation of the NAS. The second element
of this task was to assess and identify the appropriate
corporate structure for the Unit and recommend
a viable structure to adequately and effectively
implement the NAS. Final results have been the
Financing Proposal and the Terms of Reference
for the service contract (around € 4.7 million).
