Montenegro, the objective of this Lux-Development S.A. project was to provide technical assistance to small farmers in Berane especially to non commercial milk producers in developing income generating activities in the region. The mission had to contribute to the development of (value chain) strategy towards other relevant possibilities as alternatives to milk production. The tasks included a financial analysis of individual small farmers and indicated the farm/non farm activities that are economically viable including the collection, processing and marketing of ecologically sound forest mushrooms, berries and medicinal herbs. As a result the developed strategy allowed small dairy producers to diversify into other income generating activities. Beneficiaries have been 300 members of the newly formed farmer groups in Berane and also the official counterpart, the Ministry of Agriculture, Forestry and Water Management (MAFWM) in Podgorica. 06/07 – 08/07

Paraguay and LAC, Study for the Inter-American Development Bank about the Development of “Tools for Fuelwood Market Effectiveness Improvement in Rural Economies”. The objectives of the operation are to develop operational tools for the improvement of fuelwood market effectiveness in LAC countries, and assist, as pilot, the application of such tools in Paraguay. The operation is developing a set of tools to prepare fuelwood market diagnostics; to establish quality and quantity standards, to create supportive policy, legal, and institutional frameworks that help supply to become more economically and environmentally sustainable and less risky; to develop a methodology for the assessment of the ecological footprint of fuelwood production and improve the sustainability of fuelwood production; wholesale and retail market transactions and activities (collection, transport, storage, classification, processing; distribution) to be more effective, competitive, transparent, and formal. The tools and methodologies will be applied in Paraguay, strategy and action plan. Finally the developed tools should be applied also in other countries in Latin America and the Caribbean. 02/07 – ongoing

Bosnia and Herzegovina, Assistance within the project “EU Support to the Economic Policy Research Unit” (EPPU) regarding a milk sector analysis in BiH, prepared by the Institute of Agribusiness Economics at the Faculty of Agriculture, University of Sarajevo. The project objective was to contribute to agribusiness sector recovery and its integration to regional and EU market, by outlining impact level of presently employed policies on milk industry performances as well as possible effects of sector modernization trough specially crafted investment policy. The chosen methodological basis for this study was the Policy Analysis Matrix (PAM) with social and private costs. 01/07

Bulgaria, Technical Assistance project to prepare the Rural Development program 2007 – 2013 and its monitoring system. The objective of this assignment was a quality up-to-date sector analyses (including field trips, one-to-one interviews, focus group meetings, questionnaires, surveys) to assist the EU co-financed rural development programmes. Focus areas were on “Modernisation of Agricultural Holdings”, “Support to Semi-Subsistence farms, with a view of their restructuring”, “Setting up of young farmers”, “Helping farmers to adapt to the increasingly demanding standards based on Community legislation” and “Infrastructure, related to the development and adoption of agriculture and forestry” (irrigation, land consolidation). Measures and ordinances have been developed jointly with MAF and the Paying Agency / State Fund of Agriculture. 09/06 – 04/07

Swaziland, the specific objective of this EU project was to set up a management unit (RDMU) to coordinate the implementation of the Swaziland’s National Adaptation Strategy (NAS) to the EU sugar reform. This was done through an assessment of existing institutions (identifying their roles, capabilities, limitations and requirements). The exercise continued to the assessment of the proposed structure for the implementation of the NAS. The second element of this task was to assess and identify the appropriate corporate structure for the Unit and recommend a viable structure to adequately and effectively implement the NAS. Final results have been the Financing Proposal and the Terms of Reference for the service contract (around € 4.7 million). 08/06 – 09/06

Uzbekistan, Consultancy for UNDP to review the agricultural sector, especially the legal and regulatory environment for farmers and dehqan enterprises with the purpose of developing “western style” enterprises in Karakalpakstan and Namangan. Furthermore to provide policy advice on how to encourage agricultural entrepreneurs and to assess the key productive agricultural or production / services sectors (e.g. food processing, packaging and production of beneficial animals) where the potential exists to establish viable agricultural enterprises; Providing training on agri-business-plans to entrepreneurs and recommending an exit strategy for this UNDP Enhancement of Living Standards project. 07/06

Bosnia and Herzegovina, Assistance within the EU project “Support for Establishment of a State Ministry of Agriculture and Rural Development (MoARD)”; review of the existing framework for budget support available / planned for establishment of the State MoARD and operation of the State Agencies linked to this Ministry. Assistance of the working group technical team responsible for finance and budget issues in the preparation of a draft budget for the 2007 operation of the new State MoARD. Task was to train and guide the working group to elaborate a financial and an economic cost-benefit analysis. 06/06

Bulgaria, Providing guidance for private investors in setting up a large scale arable farm project; among others calculation of various crops with a focus on rapeseed and sunflower; design of setting up farm units regarding personnel, machinery, crop farming and post harvest activities like sales and marketing. 03/06 – ongoing

Mongolia, Leading the formulation mission for an upcoming European Commission project about Animal Health and Livestock Marketing. Objective is to increase the net revenues of nomadic herdsmen. Complete project set up with TAPs, TOR, donor coordination, budgeting, procurement design, political evaluation, geographical identification; investigation regarding the need of capacity building for nomadic herdsmen, meat processors, traders and local authorities, especially the Ministry of Food and Agriculture as they are supposed to monitor the project. 01 - 03/06

Sri Lanka, Analysing the outputs of the Project “Hope”, a housing project for a fishing-village south of Colombo and providing advice on how to design a rural development component. Also visits of some Tsunami projects and study about lessons learnt. 12/05 - 01/06

Bosnia and Herzegovia, Evaluation of an Herb Buy-Off Program (herbs, mushrooms, berries, and natural products) by Partners for Development in the Upper Vrbas region of Central Bosnia. Besides analyzing the organizational set up, management of daily business and the financial issues, recommendations have been made to strengthen the farmer’s organization NUPP and to make them commercially successful and thus sustainable. 11/05

FYR Macedonia, Assistance to the Ministry of Agriculture within the EU CARDS project Structural and Legal Reform to increase the agricultural budget, especially the direct payments to farmers and taking into consideration the implications of WTO and SAA commitments. 08/05

Albania, Tirana and Gjirokastra - UNDP Project Strengthening the Marketing of Small-Ruminants; the overall aim of the programme is to support the small ruminants sector in particular, thus promoting sustainable development, increasing market opportunities and restoring employment in rural marginal areas. Specifically the project aims to assist farmers, farmer's association (in livestock production including breeding, fodder management, marketing, training), processors and traders to improve production and marketing of small ruminants products, by providing advice and feasibility studies all along the meat-value-added-chain; additionally it is foreseen to strengthen technical and management capacity of institutions to support the local livestock industry, including the Ministry of Agriculture, Food and Consumer Protection and other stakeholders by providing appropriate agricultural policy strategy and a strategic plan. 04 - 10/05

Bosnia and Herzegovina, Support to the World Bank for the Preparation of the Biodiversity Conservation Project for Bosnia and Herzegovina. The objective of this assignment is to assist the World Bank and the BiH government to write a GEF project-proposal for presentation to the GEF Secretariat. BiH intends to extend the seize of its protected areas and to improve the management of the existing ones. The project has a clear focus on National Park Sutjeska (with virgin forest Perucica) (RS), National Park Kozara (RS), Igman / Bjelasnica / Treskavica / Visocica (including virgin forest) -only area located in territory of the FBiH, Una River Basin (FBiH) and Virgin Forests Lom and Janj (RS); foreseen GEF budget is USD 7 Million. 05/04 - 06/05

Kosovo, European Agency for Reconstruction (EAR); Assistance to prepare the development of an Agricultural Master Plan for Kosovo. Critical review of the governmental Greenbook, defining priority areas within the agricultural sector in close cooperation with all relevant opinion leaders; furthermore a brief report describing the current situation of programming and strategy development in the agricultural sector in Kosovo, and an assessment of technical assistance needs both at the central and local level for development of an Action Plan to support rural development. Drafting the Terms of Reference in compliance with EU procedures and an detailed indicative budget for financing of this Master Plan project. 07/03 – 08/03
